From 2026, Banks in Croatia to Introduce Free Accounts for Salaries and Pensions: Activation Not Automatic

The Croatian banking system is expecting a radical change from January 1, 2026, which will directly affect the wallets of hundreds of thousands of citizens.
According to the new legal provisions, banks will be required to offer a free service package for an account into which regular income such as salary or pension is received. With this decision, the state seeks to correct a long-standing illogicality according to which citizens had to pay a fee to the bank just to be able to access money they had honestly earned.
For a long time, paying account maintenance fees was considered an unavoidable cost of modern life, but historically speaking, the situation was significantly different. Older generations well remember the times when salaries were paid in cash, by hand or via payslips, whereby the worker or pensioner bore no administrative costs in order to dispose of their own funds. With the introduction of mandatory current accounts, this burden was shifted onto citizens, and the new rules now restore the standard according to which access to basic income once again becomes free.
Although the news about the abolition of fees has been met with public approval, it is important to emphasize that the change will not happen by itself. The legislator did not provide for automatism, which means that accounts will not become free overnight. Every client who wants to use this benefit will have to personally visit a branch of their bank and submit a request for activation of the new package. Such an approach was chosen in order to leave citizens freedom of choice, because some may want to keep their existing, more expensive packages due to specific additional services that the free model does not include.
The free package will be quite comprehensive for the average user. It includes opening and closing an account, depositing cash, receiving payments from the country and abroad, and using a debit card. Also, cash withdrawals at the home bank's ATMs and at counters will be completely free. As for the digital age, banks are obliged to include one electronic service in this package, which means that users will be entitled to at least one free mobile or internet banking, depending on what each individual bank decides to offer as part of the basic model.
The good news for everyone who fears administration is that they can request that their IBAN remains unchanged. This means that switching to the free model does not require notifying the employer or pension insurance, because it is exclusively a change of the tariff model within the same bank. Also, there is no strict deadline for submitting the request, so it is expected that there will not be excessive crowds in branches at the beginning of the year, since the possibility of switching to the free option will be permanently available.
A look into the near future also reveals additional benefits that will come a year later. Namely, from January 2027, users of this model will gain the right to two free cash withdrawals per month at ATMs of other banks within Croatia without any fee. This will further facilitate access to money, especially in smaller communities where the availability of the home bank's ATMs is often limited.
Ultimately, these new developments represent a significant step forward in consumer protection. The fact is that this puts an end to the practice of charging for the right to work and receive a pension. Nevertheless, some critics will point out that a personal visit to the bank is an unnecessary obstacle in the digital age, when all of this could be activated in just a few clicks.
