Pay Transparency in Croatia Delayed: New Rules Announced for 2027

From 2027, workers should be able to more easily check whether there are unjustified differences between the pay of women and men.

They could request data from their employer that helps determine whether the same or equally valuable work is paid equally. As dnevnik.hr, the announced model also provides for the possibility of initiating administrative proceedings if the identified differences are not corrected.

The entire salary will be compared, including supplements

Employers have access to a methodology for evaluating jobs that should make it easier to compare pay according to the work employees perform and gender. The analysis would also include all salary supplements. Simply put, the goal is to get a more complete picture of earnings and uncover differences that have no justification in the work being performed.

Introduction from 2027, reporting announced for 2029.

According to the schedule reported by dnevnik.hr, the new rules would begin to be introduced in 2027, while 2028 would be a year of adjustment and data collection. Reporting has been announced for 2029, for data from 2028.

Croatia is already late in transposing the directive, as the European deadline for aligning national laws expired on 7 June 2026.

It is expected that data preparation alone will encourage employers to correct inequalities. Labour Minister Alen Ružić expressed confidence that “employers, when determining the difference, will correct that difference themselves”, before reporting and sanctions. For workers, the key change will be easier access to information they can use to support a claim for equal pay.
