Average Salaries in Zagreb in September 2025: Significant Year-on-Year Growth

The City Office for Economy, Environmental Sustainability and Strategic Planning of the City of Zagreb has published a statement on average monthly salaries for September 2025, showing the continuation of the annual growth trend.

Net salary higher than 1,600 euros

The average monthly net salary paid per employee in Zagreb legal entities amounted to 1,648 euros in September 2025. This represents an increase of 1.4% compared to August 2025, when the net average amounted to 1,626 euros, and a more significant jump of 8.8% compared to September 2024, when average net salaries amounted to 1,515 euros.

The median net salary, which divides employees into two equal groups, amounted to 1,432 euros. This is as much as 132 euros more compared to September 2024, when the Zagreb net median amounted to 1,300 euros.

The highest average net salary was paid in the activity of Extraction of crude petroleum and natural gas, reaching 2,668 euros. On the other hand, the lowest net salary was recorded in the activity of Other personal service activities, in the amount of 980 euros. In the observed three-month period, from July to September 2025, the average monthly net salary amounted to 1,632 euros, which is an increase of 8.0% compared to the same period of the previous year.

Gross salary at 2,354 euros

The average monthly gross salary per employee amounted to 2,354 euros. This amount records an increase of 1.3% compared to the previous month, August 2025, while compared to September 2024, an increase of 9.0% was recorded. The median gross salary amounted to 2,010 euros.

Similar to the trend in net salaries, the highest average gross salary was paid in Extraction of crude petroleum and natural gas, in the amount of 4,089 euros. The lowest gross salary was recorded in Manufacture of leather and related products, where it amounted to 1,309 euros. The average monthly gross salary for the July-September 2025 period was 2,331 euros, with an increase of 8.2% compared to the same period in 2024.

Hourly data and distribution

The average monthly net salary per paid hour amounted to 9.25 euros, while the average gross salary per hour was 13.22 euros.

Salary distribution data show that the first (lower) quartile of the net salary was 1,047 euros, which means that 25% of employees received an equal or lower salary than that amount. The third (upper) quartile of the net salary amounted to 1,923 euros, which means that 75% of employees received an equal or lower salary than that amount.

These data emphasize stable and continuous salary growth in Zagreb in the third quarter of 2025, with particularly pronounced growth on an annual level. The difference between the highest and lowest salaries by activity remains significant, indicating structural differences in the labor market in the capital.
