City of Zagreb Opens Doors to New Hires, From Trainees to Experienced Experts
12/19/2025

The City Administration of the City of Zagreb decided at the end of the year to significantly strengthen its ranks and has announced a series of recruitment competitions for employment in five key city offices.
Competitions have been announced for a total of five city bodies, and recruitment is being carried out in the City Office for Social Protection, Health, Veterans and Persons with Disabilities, City Office for Cadastre and Geodetic Affairs, Professional Service of the City Administration, City Office for Property Management and Housing and the City Office for Economy, Ecological Sustainability and Strategic Planning. All announcements have been published on the official pages of the City of Zagreb, where detailed conditions and job descriptions for each individual office are available. This is a larger number of open positions distributed across several competitions, with some offices hiring multiple employees for the same positions.

The issue of salary and material rights is precisely regulated by city acts, and all details about the base amount and coefficients for each individual job position are publicly available on the official website of the City of Zagreb. An employee's basic salary represents the product of the prescribed job complexity coefficient and a fixed base amount, with a potential additional increase for each completed year of service. It is important to emphasize that trainees during their twelve-month traineeship are entitled to 85% of the salary of the position for which they are being trained, which ensures a fair start to their professional path. In addition to regular monthly income, employees are also entitled to other rights guaranteed by the collective agreement, which makes work in the city administration one of the safest choices on today's labor market.
This news comes as an excellent invitation to everyone seeking a stable career and professional development in an orderly working environment, and the range of open positions covers almost all levels of education and experience. What makes this wave of recruitment particularly interesting is that positions intended for trainees are also available, by which the City of Zagreb sends a clear message to young people who are just graduating from university that their energy and knowledge are more than welcome, even if they do not have a single day of previous professional experience.
For many candidates, the most attractive part of this offer will be precisely the security provided by working in the public sector. Most of the advertised positions relate to work in stable and predictable conditions in administrative or professional services, and a significant number of positions offer permanent contracts. For many positions, this means working in a pleasant office environment on tasks that are crucial for the functioning of the metropolis.
In addition to permanent jobs, the city offers an opportunity to gain first real civil service experience during a twelve-month traineeship, during which new employees learn the job from the ground up under the mentorship of more experienced colleagues and prepare to take the state exam. Particularly active are the City Office for Property Management and Housing and the City Office for Economy, Ecological Sustainability and Strategic Planning, which are seeking future lawyers and economists, as well as experts in the fields of architecture and geodesy.
There is also good news for those with secondary vocational education, as the city is hiring administrative staff for whom in some cases only one year of work experience is sufficient. Positions such as administrative clerks or persons in charge of records and invoice calculations are ideal for candidates who prefer organized work with documentation and computer systems within an institution that guarantees all workers' rights. It is also important to highlight one major advantage that often troubles potential candidates, namely that having passed the state exam is not a condition for applying to the competition itself. All those who pass the selection process will be able to take the exam later, within the legally prescribed period after employment, which significantly facilitates access for everyone encountering work in the city administration for the first time.
On the other hand, for those who already have an established career, advisory and senior professional positions are open that bring greater responsibility, but also the possibility of directly influencing the development of the city. Whether it is representing Zagreb in legal proceedings or participating in the drafting of strategically important documents such as the Spatial Plan, these jobs offer a professional challenge that is rarely found in the private sector. In this way, the City of Zagreb clearly demonstrates its aspiration to build an administration in which innovation and expertise go hand in hand with care for citizens, and transparent selection processes guarantee that the highest-quality candidates will get the opportunity.
All interested candidates should carefully study the conditions of the individual competitions and, along with a personally signed application, attach the required documentation proving their education and citizenship. The deadline for submitting documents is fifteen days from the date of publication of the competition in Narodne novine, which leaves enough time to prepare a proper application. Investing in new people and strengthening the capacities of city services ultimately means better service for all Zagreb residents, and for new employees an opportunity to begin or continue their working life in a system that values expertise and offers long-term stability.
